No access to Snapshot Debugger although it seems like snapshots were collected

I enabled Snapshot Debugger 1.4.6 on my Service Fabric application. I can see that snapshots are now being collected because my exception logs now contain "ai.snapshot.id" in customDimensions. However, I can't seem to find a way to access the snapshot debugger through the Failures shard on Application Insights. Also, I am not seeing the health check link ("Don't see snapshot? Troubleshoot"). The Networks Security Groups all have the default setting, which to my understanding should allow saving the snapshots:
What could be the problem?
