From the document you shared and the document you shared, It appeared that you would like to access a PaaS Service using a Private IP.
Do you want to know a similar PaaS Service from your third party cloud in Azure?
- Is that your requirement?
- If so, can you please share more information and relevant documents about the PaaS Service instead of VPC Document
- As the one you shared seem to describe about establishing Private connectivity rather than the actual PaaS Service itself.
Also, please check out Azure API Management and let us know if that matches your requirement
