Do I need an Azure AD Premium license for every mailbox account, including those that are purely for mail forwarding?

We have 25 Nonprofit portal licences and 10 Free 365 business licences as we are a charity. with 37 user accounts all up. only 3 actual users. Azure at $10.80 per user per month on top of defender seems overkill.
No, you wouldnt need an Azure license, but you would need an Exchange Online license for the mailbox unless its a shared mailbox.
We have 25 Nonprofit portal licences and 10 Free 365 business licences as we are a charity. with 37 user accounts all up. only 3 actual users. Azure at $10.80 per user per month on top of defender seems overkill.
Convert the mailboxes to shared and forward if possible then
