Can Manager or Admin request access on behalf of user and restrict MyAccess portal for the end user ?

We have a scenario where we have to request accessPackages, groups and applications for end user as Manager of the user or as an Admin. Is there any way to request access as a Manager or as a Admin. And how can we restrict MyAccess portal for the end user, Manager and Admin ?
Or is there any way to find out that the user is Member, Manager or Admin using portal or API's?

    As I understand you want to send request for access packages, groups and application for a different user as an admin.

    Yes, there is an option in the configuration where you can add users for the request of access packages, groups and applications.

    Apart from this you can also configure access packages for specific users and also configure approvers as well.
