How to publish an app to the Windows Store?

Hi, I'm trying to publish an app through the Microsoft Partner Center. I'm stuck trying to deliver the .exe installer because of the URL format, I have no idea of a cheap way of sharing the setup file with the format they are asking for, since sites like google drive or dropbox can't deliver the URL path with the required format.

Also it seems we need to perform some testing validation and that include code signing the executable which I have found to be very expensive (200 USD, something like that). In my country, Argentina, with taxes it would be 2 times that so around 400, and with the weak currency we have I need to sell my car to pay for this.

So I'm a little lost about how people from my country manages to publish an app to the Windows Store.

    I'm stuck trying to deliver the .exe installer because of the URL format

    URLs like Google, dropbox and OneDrive don't meet the URL requirements for the Store. It is suggested to build your server to host your app.

    I understand your feelings. But for security purpose, signing your code is necessary for the submission. The store needs to make sure all the apps are security enough for all the users.
