What you could do is log into the Entra ID Admin interface of the tenant and do a "Require re-register multifactor authentication". after which she will be able to register MFA on a new phone in the Microsoft Authenticator.

Hello,
I am an independent IT specialist and today I am faced with a rather complicated situation.
A customer informs me that she no longer has access to her mailbox and therefore the possibility of paying her invoices because of the Microsoft authenticator which was installed on her IT specialist's mobile phone.
But unfortunately this one is no longer in this world. Today she is unable to retrieve the mobile phone on which Microsoft Authenticator is installed.
Can you help me resolve this situation for this client?
