Setting URL in Edge on Startup

Hi, what am I doing wrong?

I am trying to have a URL specific startup when any user opens Edge.

this is what I have configured that is not working:

    I have tried to enable the RestoreOnStartup and RestoreOnStartupURLs policies, and they are working well on my side.

    Please note that This policy is available only on Windows instances that are joined to a Microsoft Active Directory domain, joined to Microsoft Azure Active Directory` or instances that enrolled for device management.

    Also, you need to Assign a configuration profile to a Microsoft Entra group.

    From the first screenshot you provided, please note that it just needs to add comma"," to split the urls when you want to configure more than one, like the below:
