Auto-apply label policies(records management) doesn't work. Simulation is going well

It worked before with a policy we had. Now I notice when I run the following PS command that all policies hangs on "pending"
We created a ticket in Oct 2023 and it is still not solved by MS.
Steps taken
- Created a file plan
- Created an adaptive scope
- Created the label policy
- Simulation
I added 3 files to a directory as a test and they all in the simulation overview.
However when turning on the policy it's not working. We are a few months further.
Does anybody else facing this issue?
