Failed to create Livy Session for executing notebook

Question

Hi, I'm experiencing problems running my notebooks. The error message I get is: "Notebook execution failed at Notebook service with http status code - '200', please check the Run logs on Notebook, additional details - 'Error name - Exception, Error value - Failed to create Livy session for executing notebook. LivySessionId: f099e4a3-ab6c-428d-88d8-2db042d5c2a4Notebook: Notebook_1f355a5b-1de8-45c8-a42f-6a95bf01258f.'"

I don't get any more information on this in Fabric. My theory is that it's something with tenants in North Europe. I've seen this problem mentioned before in other Q&A forums. A friend of mine is also experiencing the same issue; he’s also on North Europe
