Error when adding MPN ID to app registration

I'm trying to add our MPN ID to an app registration in Azure and keep receiving the following error message...

The MPN ID you provided (XXXXXXX) does not exist, or you do not have access to it. Please provide a valid MPN ID and try again.

I've checked the common issues mentioned in the documentation for this error, and everything that I can see appears to be correct.

  1. MFA is enabled
  2. My user account is a global admin in Entra
  3. My user account is also a global admin in Partner Center
  4. App registration is in the same tenant as the partner ID (and can verify that it's showing as linked in Partner Center > Tenants)

I've tried a workaround mentioned on Github where I created a new global admin user and logged in using that user, and I'm still getting this error message.

I'm at a loss now and not sure what else to check. The Github issue I found seems to have a lot of people with the same issue, some saying that it just randomly worked one day.

Is there something I haven't checked and need to change for this to work?

    Could you please verify that the MPN account you are using for publisher verification is the partner global account (PGA) for your organization. Location MPN IDs are not supported for publisher verification.
    User's imageVerify that the domain of the email address used during MPN account verification matches the publisher domain configured on the app or a DNS-verified custom domain added to the Azure AD tenant.

    Go to the MPN tenant management page Ensure that the Entra ID tenant where the app is registered is on the list.

    If it is not, you will need to add it. Please be aware that this will allow Global admins of that tenant to be admins of your MPN account- you should only proceed if you are ok with that.

    Also, could you please double check the steps you have followed. if the issue still persists, please help me with the steps you have followed and screenshots.
