How do I add custom User attributes to Entra. Specifically, date of birth and sub-department?

We're working with a 3rd party tool that allows SCIM provisioning of users and user details, pulling the data from Entra to their application. Two of the data fields they can import are Date of Birth and Sub-Department. Those don't appear to be fields that exist in Entra, and their technical team told me I could create them, but I am struggling to find documentation for this.
