Can Win7 Embedded be upgraded to Win10 Pro

No. Win7 embedded uses a different licensing model than "retail" versions of WIndows. Specifically to upgrade to Win 10 Pro you first have to be running Win 7 Pro as discussed here. Since you aren't running Win 7 Pro then you cannot upgrade. You'll need to reinstall the OS along with getting an actual license for Win 10 Pro. Note that you could try running the Win 10 Upgrade Assistant first to be sure.

A couple of notes though:

• Windows 10 is formally out of support as of Oct 2025 (link) so it is not recommended that you upgrade to Win10 anyway. You should jump to Win11.
• The free upgrade to Win10 program stopped years ago so you're going to need a license if you upgrade irrelevant of what you had before
• Win 7 Embedded was designed for embedded systems, not a regular user. The direct replacement for Win 7 Embedded would be Win 10 IoT as discussed here

For Windows 7 Embedded, Microsoft doesn't offer an official path to upgrade directly to Windows 10 Pro. This is mainly because the embedded version contains specific components and customizations that may not exist or work differently in the version of Windows 10.

However, if your hardware meets the minimum requirements for Windows 10 Pro and you don't need to retain any embedded-specific features, you can consider doing a clean install. This requires you to back up all your data and settings, as all data and apps on your old system will be wiped out during a clean installation.
