How do I get my custom CoPilot chatbot to respond in Teams channel?

We are deploying a chatbot in our environment, and after we publish and add it to Teams, it does not respond to any commands but works just fine in the test environment in CoPilot Studio.

We have "add custom chatbots" enabled and have tried using the web version of Copilot Studio to create the bot. We have also tried using CoPilot Studio within Teams. It has been over a week since the bot was published, and we have created a new bot from scratch to make sure it wasn't something with the recent GUI change.
