@sevas I'm glad that you were able to resolve your issue and thank you for posting your solution so that others experiencing the same thing can easily reference this! Since the Microsoft Q&A community has a policy that "The question author cannot accept their own answer. They can only accept answers by others ", I'll repost your solution in case you'd like to "Accept " the answer.
Issue: have an Azure Trusted Signing Account that is stuck on "In Progress" in "Identity Validation". The last email I'd received from Azure regarding the validation process was 10 days ago.
Resolution: Resolved by @sevas ended up resubmitting an identical account for verification. The new account and original were approved within 24 hours. Now I have two identical accounts. No option to delete, but it's not a problem. I'm happy I'm now able to use Azure Trusted Signing.
