Not able to get a phone Number with Communication Services in Indian Region.

I want to add a OTP verification service in my application. for which I am using Communication services of azure but when I create a resource with Indian region , I get this when I try to get a phone number :

Your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products.

    SMS and PSTN capabilities depend on the phone number you use and the country/region that you're operating within as determined by your Azure billing address. For more information, visit the Subscription eligibility documentation.

    Numbers can be purchased on eligible Azure subscriptions and in geographies where Communication Services is legally eligible to provide them.
