Cannot start a VM. It stays in "Stopped" state.

Hi,

I have a VM in an Azure subscription that stopped on 27.7. This is the message provided by the Resource Health: "Your virtual machine is unavailable at the moment. Please check back in a few minutes for any updates we find on the source of the unavailability of this VM. No additional action is required from you at this time."

I tried to start the VM, and according to the Resource Health messages it is rebooted several times and apparently is stopped automatically just after starting. On 19.7, there was a health event:

At Friday, July 19, 2024 at 3:17:36 AM GMT+3, the Azure monitoring system received the following information regarding your Virtual machine:

We are currently unable to determine the health of this virtual machine.

But apparently, it recovered afterwards since the VM remained available the following days until 27.7.

I tried a Reapply and a Redeploy but it didn't help. When I start the VM, the activity log notification shows that the VM was successfully started:
