@Hania Lian Thanks. I follow your steps and reboot the pc. I find I can still open the time adjust dialog, but the change button will not take effect after modifying the time. Is it the expected behavior?

One more question, is there an equivalent powershell/cmd script for doing this?

Yes, this is normal. Even if the user's permission to modify the system time is removed from the local security policy, the user can still open the date and time setting interface and try to adjust the time, but the Change button will not take effect because they do not have permission. This means that users can't actually save or apply the changes they've made.

Based on my search, try the commands below:

Open PowerShell as an administrator.

Use the following command to remove the privilege to change the system time from a specific user or group:

ntrights -r SeSystemtimePrivilege -u "UserOrGroupName"

Replace "UserOrGroupName" with the actual name of the user or group you want to restrict.

Prevent Users from Changing the Time Zone:

Similarly, to remove the privilege to change the time zone, use:

ntrights -r SeTimeZonePrivilege -u "UserOrGroupName"

Again, replace "UserOrGroupName" with the appropriate user or group name.
