Unable to create custom configuration profiles in Azure Automanage

When I am trying to create a configuration profile in Azure Automanage, even though the subscription already has it added as a provider and I am a global admin, I get the following error:

Create configuration profile failed.

An error occurred while creating the configuration profile named 'srtfhui5rt7yji56uyj'. Error details: The operation was not allowed because the subscription is not in a state to support it. Subscription state: -1

And it is impossible to assign machines to the default profiles; I get the same error. There is no information online about this. My subscription is active, and I don't see the error in any other resource. Could you please help me?
