Windows (Windows Server 2022 Datacenter Azure Edition) | Not activating

Created 2 new VMs (2022-datacenter-azure-edition-hotpatch), RDP into them and find that 1 is activated and the other wont activate. On VM2, I have the watermark to activate windows and when I run SLMGR it shows activated. Thoughts?

Both VMs are in the same subscription, subnet, and have the same NSG. Built exactly the same.

    If SLMGR shows it as activated, then I believe there would be no issue. I would suggest to try restarting the VM and see if the watermark disappears. If it is still causing issues, please run slmgr.vbs /ato as an administrator from the console and share the output.
