Azure Add to Library button missing under download template for automation

This is just happened today because last night is still visible, the button Add to library. Its should be visible when you click menu Download template for automation. Its should be as below

But today there is no Add to library button. Any information about this case? Perhaps Microsoft just updating the portal?

Following this link it should be deploy button enabled and a button with Add to library. I know we can add template spec by download the template as zip and re-upload in template spec by creating new template. But in this case, why my Add to library Button is missing?

Fyi. My user role of the resource is Owner.
