When using the Azure Maps Creator Onboarding tool to convert a drawing package, I get an error message.

Each time I attempt to convert a drawing package using the Azure Maps Creator Onboarding tool, I get an error message. It's as if the tool crashes at or just after the Toolset Creation step. Please see the attached error message.
I have tried this with an Autocad drawing I made as well as the sample drawing package from this link: https://github.com/Azure-Samples/am-creator-indoor-data-examples/blob/master/Drawing%20Package%202.0/Sample%20-%20Contoso%20Drawing%20Package.zip
Any help with this would be appreciated.
