In my Power BI desktop, I am not able to use Azure map visual as it keeps telling me "Azure map visuals are not enabled for your organization. contact your tenant admin". I am using Power BI desktop.
What could be the issue?

Which organization? I am using power BI desktop, not power BI service. I am alone on my computer.
If I'm not mistaken, you had to sign into Power BI desktop, which would mean you should be able to log into the Power BI web portal. If your account isn't linked to a company, you should have admin access.
That said, in the desktop app you can also try the following:
This extra precaution around this visual is due to it being a global service which means it's easy for people to send data to another country to be processed. For example, if you are in Germany and pass in a bunch of addresses, those addresses may be sent the Azure data center in Dublin, Ireland. For most people this isn't a big deal, but there are certain data and organizations where the data can't leave the country.
That said, I believe the Power BI team plans to make access to this visual easier in the not to distant future.
