User Template Still will not show in new projects

Hello, I have Visual Studio 2017 and I have followed all instructions in the following link:

But my user templates STILL will not show up in New > Project.

I've googled for hours and cannot find the answer.

    As I mentioned in my original question, I have already looked at "How to: Locate and organize project and item templates". I KNOW how to do this. I was hoping to be able to do this WITHOUT ADMIN RIGHTS.

    Unfortunately, as is just about everything else in Windows, admin rights are required in most cases to install new user templates and extensions, even if one has developed the template or extension themselves.

    Either Microsoft has designed the platform for the home developer, without thought to support the corporate developer, or else they know all too well about the corporate developer but want to support groups within the corporate environment that do nothing but install and maintain software for other users.
