Enabled the FIDO2 key, Why my windows 11 device prompt to Setup Facial Recognition after restart the device ?

Recently enrolled, enabled the FIDO2 key my windows 11 corporate device ,but after setup the FIDO2 Security Key PIN ,Security Key Fingerprint in My windows 11 device and Microsoft account. When i restart my PC and try to access next time my device is asking to setup Facial Recognition. Usually my organization should not enable any windows hello (password less feature) for me. After enabled the FIdo2 key to my account it was asking to setup Facial Recognition and windows hello key why ? any reason .

FIdo2 key is also Password less authentication why windows hello is asking me to setup facial ?.Please provide your response at the earliest.
