Copilot not showing up on taskbar settings how do I enable it?

Hello,

I'm having some issues trying to get copilot to show up on the taskbar. Went to taskbar settings and copilot option is not showing up. Saw some similar questions and solutions that said to go to the registry editor and change the value to 1 as shown in the images below but does not change anything in the taskbar settings. Registry says copilot feature is disabled so how do I enable it? When I restart all the values in registry goes back to 0. Current windows version is 23H2 OS build 22631.4112 on windows 11.
