Suggestion: Permanent thread established to report improper content deletion by filters

If users are lucky enough to notice when Q&A's filters improperly delete posted content (Answers/Comments) they usually have to go through the annoying process of posting a Question here to ask for restoration. In my experience sometimes even those requests fall victim to the filters automatic deletion!

To make it easier for users to get these situations resolved I suggest that Q&A establish a permanent thread to which users can comment to request restoration of improper deletions. A central location would facilitate user requests, simplify the process and likely allow for better monitoring by moderators of the issues caused by the chronic wrongful deletion problem.

Furthermore, sending an email to notify users of content deletion would also improve the usability and usefulness of the Q&A site.
