    The actual blade you want will be https://portal.azure.com/?pwa=1&feature.tokencaching=true&feature.internalgraphapiversion=true#view/Microsoft_AAD_UsersAndTenants/UserManagementMenuBlade/~/AllUsers. You can navigate here by selecting Microsoft Entra ID in the Azure portal, then selecting Users under Manage.
