Azure; Scale-out Instance Count is grayed out. I cannot change the Instance Count for an AppService

I have signed up for Premium P3 Azure Service in my Plan for my Web App, as an Azure App Service. I cannot change the instance count from 1. It is disabled and grayed out. I want at least an instance count of 2.

Please Help

Can you please help us in sharing the more information to understand more.

Are you trying to increase instance count of app service using Manual scale instead of using automatic scaling or autoscale with rules?

Which level of permissions you have on the app service either contributor or reader level

Can you share the screenshot of the portal where the scale-out blade is grayed out.

Is your app service running on windows or linux app service plan?

If you are trying manual scale out, have you tried to increase the instance count using either PowerShell, AzureCLI cmdlets any of the below methods

Using PowerShell Cmdlets:

Set-AzAppServicePlan -NumberofWorkers 2 -Name <AppServicePlan> -ResourceGroupName <ResourceGroupName>

Using AzureCLI Cmdlets:

az appservice plan update --number-of-workers 2 --resource-group <ResourceGroupName> --name <AppServicePlanName>

Alternatively, you can also use the WebApps-Create or Update Rest API and thereby using number of workers property you can scale-out the instance of your app service plan.

I want to use Manual scale-out, but Automatic and Autoscale are not working either

I am not sure of my level of permissions. I am the program administrator, and set up the whole account, app-services, webjobs, and uploaded/(published from C#) myself

I have attached a screenshot to where the instance scaling slider is disabled

I am running on a Windows plan. I programmed everything in C#.

I have not tried the command line utilities. I tried this program on Azure a few months ago, for trial, and then, the instance count was enabled

Please respond if there are any other things that can help you help me fix this.

I am trying to, and want to, use Manual Scale. Although Autoscale and Automatic Scaling are not working either

I am not sure of my level of Permissions. I, personally, set up the Azure account, and published my Application from Visual Studio. I have 2 parts: A web application and a WebJobs

Based on your screenshot, it appears you may be on one of the Basic SKUs. If you scroll up a bit above Scaling in your screenshot it should show Current plan.

What SKU is shown for current plan?

Even with Basic SKU, you should be able to drag the slider to the right to increase instance count to 2, and then click Save button to apply the change, provided you have enough permissions.

It shows that I am on a Basic SKU (Basic B2). I even upgraded to Premium V3 for 2 days, but it would not let me expand beyond 1 scale-out instance.

As an aside, you mentioned 'level of permissions'. I setup and published everything successfully, and the webapp does work (with 1 CPU); where can I find 'level of permissions'. I imagine I would have full permissions since I set it up.

Do you have any other ideas on why this is happening?

You mentioned 'level of permissions'. I set up the Azure account, myself, and successfully publish my program, myself. Where can I find permissions, and would this still be an issue, even though I was able to instantiate and publish the AppService?

I removed the Resource Group, and created a new one. Then I published my app to this new Resource Group and now I am able to change the number of scale-out instances. I don't know what was wrong, but the problem is solved.
