Security key challenge has expired

When setting up security key on windows 11, I get the above error at the of the set up, when the security key was name, instead of getting the passkey save message, I get the security key challenge has expired error

    If you're using a USB security key, try plugging it into a different USB port.

    Make sure your security key is compatible with Windows 11.

    Reboot and check if that fixes the issue.
