Were there any changes to the computer system or software before this issue occurred?
On my test environment with Microsoft 365 Apps for Enterprise installed (Version 2408, 17928.20114), I cannot reproduce your issue.
- Please go to File > Account, check the Office version number and update channel.
- I suggest you update Office to the latest one, then check this issue.
Besides, please run Excel in Safe Mode to troubleshoot the add-ins and startup items.
- You can press and hold on Ctrl key, click or double-click Excel icon, until it asks if you want to start it in safe mode, then please release Ctrl key and click "Yes".
