Is the Azure CDN resource available on the free tier (not the Frontdoor resource, the classic CDN)

I'm trying to add a CDN resource to my storage account. I am on the free tier, and the management portal is giving me an error message: "Free Trial and Student account is forbidden for Azure Frontdoor resources. (Code: BadRequest)". I'm not trying to setup a Frontdoor endpoint, I'm trying to setup the Classic CDN. The resource name is: StorageIntegration-ClassicCdnDeployment-17256618***, so it appears to be attempting to create the Classic CDN, but the error message says otherwise.

Is the Classic CDN also not available for the free tier?

    Azure CDN from Microsoft is the only CDN offering that is available to trial subscriptions. Bandwidth throttling is applied for this type of subscription. zure CDN (Classic) is not available under free or trial subscriptions.
