BOT does not get created for the training exercise

I am trying to complete the Azure AI Fundamentals NLP / Fundamentals of question answering with the Language Service. I am able to successfully deploy the knowledge base, but in creation of the BOT I get the following error message. I cannot determine what I need to do to create an instance for my subscription. I am using EastUS. Thanks for your help.

Validation failed for a resource. Check 'Error.Details[0]' for more information. (Code: ValidationForResourceFailed)
      This region has quota of 0 instances for your subscription. Try selecting different region or SKU. (Code: SubscriptionIsOverQuotaForSku)

    Consider deploying in different locations instead of "east us" as specified in the exercise. The issue might be due to the service being unavailable in that region or high demand for the services you've requested. Changing your deployment location to another region should resolve this issue.
    Note: With an Azure free subscription, you get access to a variety of services with limited quotas.
