Unable to Create App Service Plan with EP1 SKU Due to Subscription Quota Error

We are unable to create an App Service Plan with the EP1 SKU. We've attempted this using both the Azure CLI and directly through the Portal, but we consistently encounter the following error:

"This region has a quota of 0 instances for your subscription. Try selecting a different region or SKU. (Code: SubscriptionIsOverQuotaForSku)"

We've tried multiple regions (we initially tried with eastus), but the issue persists. We also attempted using the P1V3 SKU as an alternative, but the same error occurs.

This problem is arising within a managed application. Could there be a subscription-level setting or quota that needs validation to enable the use of the EP1 SKU for the App Service Plan?

Important Note: This is a new subscription, it is unlikely that the quota is exceeded.
