I want to integrate jira with Oauth2.0 ,but error always persists.

The user or administrator has not consented to use the application with ID '4c09a13f-2caa-465d-8752-8e1b87dca15f' named 'jira oauth2.0'

Note: I have grant the user consent

    The error message "AADSTS65001: The user or administrator has not consented to use the application with ID '{App-Id}' named '{Name-of-App}'. Send an interactive authorization request for this user and resource." typically occurs when consent hasn't been granted for the API scopes or when incorrect scopes are listed in the permissions, preventing the user from providing consent.
