Will using the Microsoft Information Protection SDK incur any metered API Costs?

We are wondering if we develop an application that uses the Microsoft information Protection SDK to apply Sensitivity labels to documents as part of a migration from On Prem to SharePoint Online, will this incur any metered API Costs?
