No. They are provisioned permanently once added and are used to handle query workloads. They cannot be automatically provisioned only at the time of cube processing. Can we manually provisioned the replica when we require at the time of processing and once processing over we again remove it?

By doing first step Will this saves the cost?

yes, manually provisioning and de-provisioning replicas will reduce costs compared to having them running continuously.
