Guest user from a cross-tenant setup unable to access Power BI reports embedded in SharePoint despite having appropriate permissions.

We have configured cross-tenant access between our organization and a guest user's organization. The guest user has been granted all necessary permissions to view Power BI reports embedded within our SharePoint site. However, despite these permissions, the user is still unable to access the report. Regular guest users (non-cross-tenant) can view the reports without issue. The issue appears to be specific to cross-tenant guest user access.

We need assistance in identifying whether there is a misconfiguration in our cross-tenant settings or if additional permissions/licensing are required for the guest user. Also, we want to ensure that Planner access is correctly configured for the same guest user.
