Guest users granted contributor role do not receive automatically e-mail invitation

I am trying to understand if this a problem for other people or I am doing a mistake somewhere.

When I was allocating contributor role from Azure Subscriptions - Access Control menu to guest users, it says clearly in the activity logs that the guest user was added to Default Directory as guest and that it also received an invitation link it must accept.

But the invitation link is not received on their mailbox, tested with a bunch of users, and of course their access on subscription is not working.

Instead, if you go to Microsoft Entra ID, select the guest user created automatically and then Resend invitation, it instantly receives it.

Can someone explain this issue?

    Hi devschool_mihaib, I want to help you with this question.

    I think we talk about two different things. When you are in the assignment process on an Azure ARM scope you need to have the identities you want to assign a role to already in the tenant.
    So it's not completely clear to me, how you invite a guest user at the same time you give the assignment to it.

    Assignments on Azure ARM scopes won't send notifications via emails to the identity accounts.

    But as you said, when you invite the guest user via EntraID initially, the guest user will get an invitation link on the guest user's mailbox

    I hope this will solve the uncertainties
