"Something went wrong." with error code Create1on1ConversationWithBotFailed on adding BOT made for gov to teams

I build an application in my sandbox environment with app id 686d4e7b-a357-4289-9dd2-0c45f87b5fc5. While configuring the bot I selected settings -> channels -> Teams -> Microsoft for government .
I side-loaded the app in my teams but when I try to add the bot to a team I get the error:
errorCode: "Create1on1ConversationWithBotFailed" when I check the network tab from this API:
https://teams.microsoft.com/api/mt/part/amer-03/beta/users/apps/entitlements
I went through the suggestions written here: https://video2.skills-academy.com/en-us/answers/questions/1464846/something-went-wrong-when-test-user-in-microsoft-3, but they were of no use. I am not sure what's wrong.
Please help me resolve this.

2024-09-20T12:35:50.2733333+00:00 It works, though, if I delete the Microsoft for government channel and use the commercial option. Since I am building for government I need to use this instead.
