We are currently running 1 WSUS upstream server on windows server 2016 and 6 downstream servers on windows 2016, we need to update the Server Operating systems to windows server 2022.
We want to start with the windows upstream server and maintain the wsus settings.
What is te best practice to start from.

Oh, and you are correct, you SHOULD start from the Upstream. Does it matter? Microsoft says it does - Microsoft says that the latest version of the OS should always be at the 'head' or upstream location. It makes sense - things are usually backwards compatible, but cannot be completely forwards compatible.
I can't do a in place upgrade, because we need to use VM templates to deploy new servers. We are not allowed to update OS's.
I'm thinking about setting up a new WSUS downstream server and use the original upstream server as it's update source, after succesfull sync. Shutdown the original upstream server and rename the new 2022 server with the name and IP address of the original upstream server.
But I read it's not recommended to have a lower version upstream server for a Windows 2022 downstream server. Anybody with bad or good experience with this scenario?
That's option #3 The next best way. (I should change the article as I now recommend #2 if possible).

Before upgrade, you may need to do some preparation
Backup WSUS database and content: Make sure you have a complete backup of your WSUS database and the WSUSContent folder.
Verify server settings and document your current WSUS configuration, including product and classification selections, synchronization schedule, and approval rules.Check the health of your WSUS installation using the WSUSutil.exe tool to ensure that there are no errors in the current environment.
Compatibility Check: Ensure that your existing hardware or virtual environment meets the system requirements for Windows Server 2022.
Verify that all your downstream servers, clients, and other integrated services (like System Center Configuration Manager, if used) are compatible with a WSUS running on Windows Server 2022.
