Turn on file viewing at the organizational level for Sharepoint and Onedrive

We would like to enable file viewing history at the organizational level. Not at the individual site level via site owner. We are rolling out Microsoft labels and encrypted files must be opened with the browser version of Office (Word, Excel, Powerpoint). It would be helpful if we could determine who currently has that same file open in their browser so we could ask them to close it, if we would like to work out of the desktop version of Office.
