Unable to publish a registed app

Hi there,
I have registered a SAML app. The domain has been verified.
When I follow the steps to submit my application from this link (https://video2.skills-academy.com/en-us/entra/identity/enterprise-apps/v2-howto-app-gallery-listing#submit-your-application), I click on "Microsoft Application Network portal".
Then, I am trying to login, and get the following error message that I don't understand:
Selected user account does not exist in tenant 'Microsoft' and cannot access the application '00000003-0000-0ff1-ce00-000000000000' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.
I have tried with multiple accounts (admin, non-admin)... I am still getting an error.
I have also checked 00000003-0000-0ff1-ce00-000000000000 is "Office 365 SharePoint Online" is in my Enterprise applications.
What am I missing?
