How does the SQL Server Standard version works in Azure SQL Virtual Machine as a part of Azure DevOps Server 2022 license based on VS subscriptions licensing model?

Hello,

we would like to gather all information and final statement from Microsoft about the usage of the SQL Server Standard version as a part of Azure DevOps Server 2022 deployment, based on VS Enterprise subscriptions licensing model when deploying the DevOps on an Azure Virtual Machine.

We have been consulting this scenario with Azure Support in the past, however their final response wasn't quite right. We found out some information in Microsoft documentation which doesn't fit our scenario. Because of that I would like to post this to this community as an official question to know how to handle this situation properly.

Here are the main points we need to consider within this scenario:

  1. We want to deploy an Azure DevOps Server 2022 to an Azure Virtual Machine (WS 2022) in Single server mode.
  2. We have Visual Studio Enterprise subscriptions which are providing us an option to use SQL Server Standard license for free solely for the purpose of the Azure DevOps Server 2022 deployment in Single server mode.
  3. When we deploy the Azure DevOps Server 2022 on an Azure Virtual Machine we will encounter a problem with licensing. The issue is related to Azure SQL Virtual Machine usage. After we will deploy Azure DevOps Server 2022 on an Azure VM, Azure will automatically create Azure SQL Virtual Machine. In the automatically deployed Azure SQL Virtual Machine we have to choose the proper licensing model for the SQL Server Standard license which is provided to us for free (as a part of VS Enterprise subscriptions within the deployment and usage of Azure DevOps Server).
  4. In such Azure SQL Virtual Machine there are 3 options: "Pay As You Go", "Azure Hybrid Benefit", "HA/DR". None of these options fits to our scenario I described. The SQL Server Standard license we have for free is not HA/DR, also it is not a part of Azure Hybrid Benefit. The only option left is "Pay As You Go" but this is not right because we have this SQL license for free as a part of VS subscriptions licensing within the deployment of Azure DevOps Server 2022.

Can someone please provide us some official information how to handle this situation? If you want to make some final statements please include some official Microsoft sources to support your claims.
