We cannot access our Hardware Developer Program account

We have not been able to access the Hardware Developer Program account for more than 5 months. The support staff is incompetent and unwilling to help and they are always closing the tickets without a solution. It's probably because they get a commission for closed tickets. Microsoft support tickets are useless! I am Global admin and can't access our hardware developer account, what's going wrong here?
