@cameron graham, Thanks for posting in Q&A. For the error "0x87D30067 error unzipping files.", after researching, I find someone get this when the file name is long or include some specific character. You can change the folder name to a simpler and shorter one to try.
For detection rule, it is used to detect if the application is installed. Please check if the registry key or file exists on these affected devices. Try to change other one to see if it can work.
