SQL Server 2022 upgrade fails

I have 3 instances; I was able to upgrade 2 of them no problem. However, I get a bogus error when upgrading the last one, The drive containing the sql binaries have 7GB free, the upgrade needs 115MB,
yet it fails due to lack of space! Error: Insufficient space available in directory...... "0MB is required for this feature.
