Can you share both the user's (problematic/non-problematic) details screenshots for further analysis?
Disclaimer showing twice
We have a disclaimer set up for all external emails. For one user when he is sending email to external from outlook or outlook web , disclaimer is showing twice. There is no issue in transport rule because for others it is working fine like disclaimer showing only once. What we can do to fix this issue.

According to your description, is the issue just happening to a specific user?
Can you provide a detailed screenshot of the transfer rule or screenshot of the email with two disclaimers?
Has the user used other third-party software at the same time to add multiple disclaimers to their emails?
As an initial troubleshoot, you can try the following common solutions:
- Raise the priority of the transport rule and disable the other rules to see if any other rules are affecting the user.
- If other third-party software is applied, consider disabling the transport rules in M365 or the third-party software to see if the problem exists.
- Add an "Except if" to the transport rule: Expect if > the subject or body includes... > "the first line of text from the disclaimer" to avoid possible duplicates.
- Check if the user has manually created a signature containing the disclaimer in the Outlook desktop client or OWA. This can lead to duplication.
- Try creating a new profile.
- Please wait for a while and try again due to an issue with the server that may cause unexpected errors.

- If other third-party software is applied, consider disabling the transport rules in M365 or the third-party software to see if the problem exists. There is no other third party software.
- Add an "Except if" to the transport rule: Expect if > the subject or body includes... > "the first line of text from the disclaimer" to avoid possible duplicates. We can not make any changes in production transport rule.
- Check if the user has manually created a signature containing the disclaimer in the Outlook desktop client or OWA. This can lead to duplication. No Signature
- Try creating a new profile. Problem is also in outlook web.
- Please wait for a while and try again due to an issue with the server that may cause unexpected errors. did not get it.
I can not share transport rule and disclaimer here as it is confidential, just want to inform transport rule is working fine for others and disclaimer showing twice for that user.
