I create an approval flow via Power Automate, why some approval requests sent to me are changes from English to Dutch. and some are still in English. I didn't make any changes after the approval flow has worked.

If you are receiving approvals in an unexpected language, the recipient should modify their language in the Power Automate portal.
To achieve this, click the gear icon in the top right of the Power Automate portal, click "View all Power Automate settings", and select your preferred language. These values are cached, so it may take as long as 24 hours for the new settings to be reflected, though it should generally be much quicker than this.

I made some tests, for now the language settings from the initiator of the flow does not make a difference on the approval request. Will update here if I get any new findings.

Thanks for your reply. however, I found that the reason why the problem happened is about the configuration of time-out and retry policy. If the approval request is sent via retry policy, the language of approval request will change to Dutch.
I set up the language following your suggestion, the language of retried approval request I received is in English now, but other approvers receive the retried approval request is still in Dutch. I'm wondering that if every approver needs to set up the language separately.
Or if it is possible to turn off the retry policy? I tried to set up retry policy is none, but it didn't make any effects.

Did you set the retry option of the approval action itself? Make sure you set it on the right action
