Current I have a Ubuntu Server running a MySQL database (VM is not only hosting a MySQL database) I created a rule in the NSG to allow traffic to port 3306, but traffic seems to still get blocked when traffic is coming from the internet. For Troubleshooting try to open a non-standard port 33066, same issue was unable to access the DB from the internet (home computer) port 80 and 22 are working with no issues.

The Agent I had in Support chat told me to post in this area.
The issue is happening on an Azure VM not allowing traffic in via the allowed ports.
You obviously need a better tag for your question. Which? I don't know; I'm into MySQL on Azure VM myself.

It seems your issue is more related to MySQL on Azure VM. This is the forum for SQL Server.
I suggest you modify the tag to azure-database-mysql and azure-virtual-machines-networking so that people there will help you more effectively.
