CAL Setup Issue

Hi Everyone,
I have configured per user CAL in server 2019, it's showing active and in RDP diagnoser it looks everything fine.
But the problem is if I am login to server with different different user , in RDP manager total number of issued licences are still 0 , that means user are not able to use CAL.
Any help would be appreciable.
